120 Sarawak Civil Service Officers Successfully Undertake Strategic Relations Programme
KUCHING, 24 June: A total of 120 officers comprising Chief Transformation Officers (CTO) and Transformation Officers (TO) from various ministries, units under the Sarawak Premier's Department, Sarawak Government departments, and divisional administrations attended the Strategic Relations with Chief Transformation Officers (CTO) and Transformation Officers (TO) Programme.
The programme, organised by the Sarawak Transformation and Innovation Unit (STIU) of the Sarawak Premier's Department under the theme “Empowering Quality Culture,” was officiated by Deputy Sarawak Secretary (Operations) Datu Hii Chang Kee.
The programme aimed to serve as a networking and strategic sharing platform for CTOs and TOs across the Sarawak Civil Service, while enhancing understanding and information sharing regarding various Quality Initiatives (QI) implemented to reinforce a culture of excellence and continuous improvement in public service delivery.
In his opening speech, Datu Hii emphasised that transformation is an absolute necessity to ensure public sector organisations remain relevant, responsive, and capable of delivering quality services to the people.
He stated that CTOs and TOs play a vital role as key drivers bridging the Sarawak Government's transformation aspirations with agency-level implementation.
“CTOs and TOs do not just coordinate programme implementation or prepare reports; instead, they must be agents of change capable of influencing the organisational work culture, encouraging innovation, and driving continuous improvement,” he said.
He also stressed that the success of a quality initiative does not depend solely on the implementation mechanism, but is also influenced by the strength of leadership, organisational commitment, the effectiveness of monitoring, and the readiness of the workforce to accept and adapt to changes.
In the meantime, he encouraged CTOs and TOs to continuously upgrade their competencies through training, courses, and professional certifications in fields related to organisational transformation, such as the MS ISO 9001:2015 Quality Management System (QMS), Regulatory Impact Analysis (RIA), Business Process Reengineering (BPR), and organisational performance management.
Through the organisation of this programme, STIU hopes that the collaborative network between CTOs and TOs can continue to be strengthened to ensure that the implementation of transformation and quality initiatives in their respective agencies runs more effectively, thereby supporting efforts to empower a quality culture and excellence within the Sarawak Civil Service. - UKASnews
