Leveraging rich biodiversity to build high-value bioeconomy
Against the backdrop of the bold policy drive towards becoming an economy of developed and high-income country status by 2030, Sarawak is making a strong pivot towards sustainability, where bioeconomy and biotechnology become key drivers for achieving this transition.
Under the visionary leadership of the Premier of Sarawak, Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari Tun Datuk Abang Haji Openg, Sarawak is implementing a bold 10-year plan of bioeconomy and biotechnology aimed at shaping its economic landscape. Instead of just depending on resource extraction, Sarawak has decided to take advantage of its rich biodiversity and agricultural wealth to drive its greening transformation.
Advances in biotechnology
The key objective of this strategy is to exploit state-of-the-art advances in biotechnology to process renewable biological materials and turn them into value-added commodities – biochemicals, biofuels, medicines and other biomaterials.
Through its vision of becoming a leading centre of biotechnology and bioeconomy in the region, Sarawak will not only be aligned with the global ESG principles, but will also future proof its economy. This progressive plan serves as a bridge between economic prosperity and ecological responsibility.
Bioeconomy, Biotechnology Roadmap (2026-2035)
The development of the Sarawak Bioeconomy and Biotechnology Roadmap (2026-2035) can be considered an essential move towards transformation into the knowledge-based and sustainable economy of the region.
The development of such a strategic plan should be based on extensive consultations of stakeholders, scientific research, workshops and other activities aimed at harmonizing the policy with the actual situation and business requirements.
Importantly, the strategic partnership between the Sarawak Research and Development Council (SRDC) and BioVerde Technologies Sdn Bhd will provide the institutional and operational basis for implementation of the plan.
Combining the advantages of the foresight of the public sector and agility of the private one, the partnership will allow tapping the rich biodiversity and agricultural resources of Sarawak into valuable products.
Benefit-sharing
Several challenges may have to be addressed and mitigated. The government is aware of this and is mindful of the importance of ensuring the interests of indigenous people, academic scientists, and business firms be balanced in a way that allows for equal benefit-sharing as well as the protection of traditional knowledge.
In addition, the implementation of innovations from the lab-scale to the industrial level calls for a lot of money and technology and also needs to comply with strict regulations. However, the possibilities that come with it are revolutionary. The successful implementation of the map will allow Sarawak to become a leading biotechnology centre in the region.
Transition to bioeconomy
Strategic use of the abundance of biodiverse resources of Sarawak in the context of socio-economic environment is a breakthrough step towards the development of a sustainable knowledge-based bioeconomy.
The Premier of Sarawak, Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari Tun Datuk Abang Haji Openg, states that the Innovations Corridor created by the Sarawak Research and Development Council (SRDC) is a crucial connection point, which will facilitate the linkage of research, innovation, skill development, industries, and investments in the area.
This integrated approach will help promote the core mandate of SRDC, which includes research, development, innovation, and commercialization (R&D&I+C) by converting the natural resources of the region into valuable intellectual and commercial resources.
Nevertheless, achieving such a vision for a bioeconomy requires many operational and systemic challenges to be faced. The first of which would be the challenge of overcoming the constant divide between research at the laboratory stage and viability at the commercial level, which is hindered by the high cost of capital, regulatory barriers, and the immaturity of the local biotech industry.
Second, sustainable bio-exploration entails setting up stringent bioprospecting policies that avoid ecologically unsustainable practices and protect the rights of indigenous people through abidance with the Nagoya Protocol on Access and Benefit-sharing. Overcoming such challenges will entail nurturing a skilled workforce able to conduct inter-disciplinary research in genomics, pharmacology, and sustainable resource management.
Strong governance structure
A robust bio-exploration model that is sustainable would require the development of a strong governance structure that would revolve around the establishment of strong policies for bioprospecting in order to forestall any degenerative impacts on the ecology as well as the protection of the rights of the indigenous people in terms of their intellectual property and sovereignty.
For the implementation of such an approach, it is necessary for academia and industry to focus on developing a specialized workforce. This would require advanced capacity building efforts that combine approaches of genomics, pharmacology and sustainable resource management.
Although realizing an innovation-based bioeconomy will take tremendous policy coordination and infrastructural development efforts, the payoff is great. Through responsible exploitation of the medical and industrial benefits of the plant and animal species of its territories, Sarawak will be positioned as a globally competitive biopharmaceutical innovation centre.
Hub for biopharmaceutical innovation
The hopes of making Sarawak a global hub for biopharmaceutical innovation are dependent on the effective use of the unique biodiversity that Sarawak has. Sarawak being one of the most biodiverse regions in the world boasts of vast amounts of unique flora and fauna that have industrial properties yet to be exploited.
In utilizing advanced biotechnological approaches for isolating and producing such bioactive compounds from the native flora, the region will be able to make revolutionary progress in fields such as drug discovery, regenerative medicine, and green industries.
But then, the promising journey of bio-economic development will not be sustainable without its people. Importantly, the involvement of the local indigenous populations, whose generations have safeguarded these ecosystems through time immemorial, is an essential component of this paradigm.
Traditional ecological knowledge
In this regard, the convergence of “Traditional Ecological Knowledge” (TEK) with scientific research allows Sarawak to formulate ethically sound bioprospecting policies which will promote fair benefit sharing, intellectual property rights and economic empowerment of the indigenous population.
In the long run, the above -mentioned approach will not only contribute to the development of translational research and help Sarawak become the leader in biopharmaceutical industry worldwide, but will also serve as a prototype of sustainable development.
