CCIA Drives Institutions Towards Effective Climate Governance
KUCHING: Commitment to the climate change agenda cannot rest solely on targets and aspirations; it must instead be translated into the strengthening of institutions with clearly defined mandates, robust legal foundations and the capacity to coordinate implementation comprehensively between the state and Federal governments.
Sarawak Premier, Datuk Patinggi Tan Sri (Dr) Abang Abdul Rahman Zohari Tun Datuk Abang Openg, said the launch of the Subnational Climate Change Institutional Assessment (CCIA) report marks an important step in enhancing climate action governance at the subnational level.
According to him, the report not only identifies existing challenges but also outlines a structured reform roadmap, complete with realistic and implementable recommendations for the short, medium and long term.
“Targets alone are not sufficient. Climate action will only be effective when institutions possess clear legal authority, are able to coordinate across sectors, plan financing and monitor progress transparently,” he said when speaking at the launch of the report here on Tuesday.
He stressed that under the Federal Constitution and the Malaysia Agreement 1963, Sarawak holds significant jurisdiction over land matters, forestry, marine affairs and natural resources, all of which are key components of the climate action agenda.
He explained that this unique institutional structure and reality should not be seen as a constraint, but rather as a strategic advantage if designed and coordinated in an integrated manner.
“Sarawak remains committed to working constructively with the Federal Government and Sabah to ensure that climate action benefits Malaysia as a whole,” he added.
The event was also attended by Sarawak Deputy Premiers Datuk Amar Douglas Uggah Embas and Datuk Amar Prof Dr Sim Kui Hian, Speaker of the Sarawak Legislative Assembly Tan Sri Datuk Amar Mohamad Asfia Awang Nasar, Minister in the Premier’s Department Dato Sri John Sikie Tayai, Sarawak Secretary Datuk Amar Mohamad Abu Bakar Marzuki, Deputy Minister for Energy and Environmental Sustainability Datuk Dr Hazland Abang Hipni, World Bank Chief Economist for Malaysia Apurva Sanghi, as well as heads of departments. -UKASnews
