SINGAPORE: Some 30 Sarawak Civil Service (SCS) senior officers have completed an intensive five-day executive programme in Singapore aimed at strengthening policy design, strategic foresight and public administration.

The Public Leadership in Action: Navigating Policy Design and Governance Programme, held from 14 to 18 September 2026, provided senior officers with insights into public administration, strategic foresight and policy implementation in complex environments.

The programme was organised by the Leadership Institute of Sarawak Civil Service (LISCS) in collaboration with the Sarawak Human Resources Development and Management Unit (HRDMU) and Lee Kuan Yew School of Public Policy (LKYSPP).

It was designed to sharpen participants’ policy design capabilities and align public sector execution with long-term strategic goals.

Throughout the programme, participants explored frameworks for structuring effective policies, analysing complex socioeconomic landscapes and anticipating long-term governance challenges.

They were also exposed to adaptive leadership strategies, including managing organisational change and uncertainty while maintaining institutional agility in a dynamic public sector environment.

The programme also featured high-level dialogue sessions with prominent Singaporean leaders and public intellectuals including Yaacob Ibrahim, Lim Siong Guan and Adrian Kuah, covering practical governance, public sector integrity and nation-building strategies.

In addition, participants undertook benchmark visits to Open Government Products, the Municipal Services Office (MSO) and Jurong Integrated Hub, gaining first-hand exposure to technology-driven approaches to public service delivery.

By combining high-level academic theory, strategic dialogue and operational site visits, the programme equips senior officers with practical governance toolkits to strengthen service delivery in Sarawak.

The international exposure is also expected to help participating officers translate macro policy objectives into more responsive and citizen-centric public service delivery within their respective agencies. -UKASnews
