3R Framework Anchors Sarawak Civil Service Transformation Towards 2030
KUCHING: The Sarawak Civil Service must reinforce its high-performance work culture through the 3R framework — Revisit, Rethink and Recharge — as the core driver of transformation to ensure the state achieves developed and high-income status by 2030.
Sarawak Secretary Datuk Amar Mohamad Abu Bakar Marzuki said today’s challenging global economic landscape demands a civil service that is more efficient, responsive and people-centric.
“We are not only implementing government policies but also serving as the main catalyst of Sarawak’s transformation.
“As we move closer to 2030, the courage to reassess how we work becomes increasingly crucial,” he said in his welcoming remarks during the Hari Perkhidmatan Awam (HPA) Sarawak 2025 celebration at the Borneo Convention Centre Kuching (BCCK) on Thursday.
The celebration, held with the theme ‘Leading With Excellence: Sarawak Civil Service’s Path Forward’, was officiated by Sarawak Premier Datuk Patinggi Tan Sri (Dr) Abang Abdul Rahman Zohari Tun Datuk Abang Openg.
Datuk Amar Mohamad Abu Bakar urged civil servants to ‘Revisit’ existing systems by assessing effectiveness, identifying obstacles and improving processes.
He said ‘Rethink’ calls for more strategic and forward-looking approaches, while ‘Recharge’ focuses on bolstering capacity, leadership, data utilisation and digital readiness.
The Sarawak Secretary also emphasised that transformation involves not only changes to systems and policies but also shifts in mindset and work culture.
Datuk Amar Mohamad Abu Bakar further highlighted the importance of cultivating innovation among civil servants, in line with increasingly complex expectations from the public and stakeholders.
“We have many district officers, engineers, technicians, teachers, healthcare personnel and frontliners who form the backbone of Sarawak’s development. They are our success stories,” he pointed out.
Meanwhile, HPA Sarawak 2025 also witnessed Datuk Patinggi Abang Zohari launching the Sarawak Civil Service 3R Principles Book which compiles best practices, success stories and applications of the 3R framework in strengthening state governance.
Datuk Amar Mohamad Abu Bakar said the book reflects how civil servants at all levels have translated the 3R principles into real action, from digitalisation initiatives and improved service delivery to innovative project implementation and direct community impact.
Also present were Sarawak Deputy Premier Datuk Amar Douglas Uggah Embas, Speaker of the Sarawak Legislative Assembly Tan Sri Datuk Amar Mohamad Asfia Awang Nasar, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, Sarawak Cabinet Ministers, Deputy Director-General of Public Service (Development) Datuk Dr Mohd Bakhari Ismail representing the Director-General of Public Service, Sarawak Federal Secretary Dato Ahmad Nadzri Mohd Hassan, department heads as well as state and federal civil servants. -UKASnews
