KMKK, JKKK Must Master Procedures, Manage Allocations Transparently
SIBURAN: Community Leaders, Headmen (KMKK) and Village Development and Security Committees (JKKK) must continue enhancing their knowledge of regulations, procedures and financial management to ensure village administration and development affairs are carried out in an orderly and accountable manner.
Minister of Education, Innovation and Talent Development, who is also Tarat Assemblyman, Dato Sri Roland Sagah Wee Inn, said changes in administrative requirements and current circumstances made lifelong learning important among grassroots leaders.
He said KMKK and JKKK members needed to understand developments related to regulations, legislation, protocols and administrative procedures to enable them to carry out their responsibilities more effectively.
“The knowledge gained from this workshop must first be shared with JKKK members and subsequently with the village community so that procedures and administrative matters can be better understood collectively,” he said.
He said this when officiating at the 2026 Siburan District Community Leaders, Headmen and JKKK Enhancement Workshop Programme here on Thursday.
Dato Sri Roland also reminded KMKK and JKKK members to understand the process involved in implementing development projects, including the need to comply with financial regulations, tender processes, land acquisition and procedures of implementing agencies, which could affect the duration of project implementation.
“Projects may be announced, planned and discussed, but implementation always comes with challenges. Therefore, I hope villages that have been informed about receiving projects will remain patient and provide cooperation to the implementing agencies,” he said.
He also stressed the importance of managing government finances and allocations transparently, including ensuring complete expenditure reports and compliance with audit requirements.
He said village heads must also ensure government assistance was channelled to those who were genuinely eligible according to the stipulated procedures.
Meanwhile, Siburan District Officer Ranum Bari said the workshop served as a continuous learning platform to strengthen the competency of KMKK and JKKK members in carrying out their responsibilities to the community.
“This workshop does not end here as it will be conducted repeatedly because as human beings, the older we become, the higher the possibility of forgetting certain things.
“For newly appointed KMKK members, this is an opportunity to gain exposure, while those who have served for a long time can further refine and strengthen their knowledge and skills,” he said.
A total of 134 KMKK, JKKK members and committee members attended the programme organised by the Siburan District Office.
During the same ceremony, Dato Sri Roland also presented two cheques from the Sarawak Unit for Other Religions (UNIFOR).
Seventh-Day Adventist Church Tarat Mawang received RM250,000 for the construction of the Sabbath School building at the Seventh-Day Adventist (SDA) Church in Kampung Tarat Mawang, Serian.
Meanwhile, St. Swithun’s Chapel, Plaman Payang received RM80,000 for the purchase of chapel equipment, a public address system, musical instruments and a tower bell.
Also present were Political Secretary to the Sarawak Premier Damen Rejek, Serian Division Resident Mackos Sibong, Serian District Officer Enting Nyami, representative of the Tebedu District Officer Angela Thomas, and Serian Division Bidayuh Temenggong Henry Bujang Sendan. -UKASnews
