Innovation No Longer An Option, But A Strategic Necessity
KUCHING: Innovation is no longer an option, but rather a strategic necessity that every civil servant must embrace in facing an increasingly complex and dynamic world.
Sarawak Secretary, Datuk Amar Mohamad Abu Bakar Marzuki said civil servants need to internalise the 3R approach — Revisit, Rethink and Recharge — in the implementation of duties and organisational development to ensure that innovations introduced are truly relevant and sustainable.
“The approach is important to ensure that innovations introduced are not static in nature, but continue to evolve in line with current needs and emerging challenges,” he said.
He said this in a speech text delivered by Deputy Sarawak Secretary (Operation) Datu Hii Chang Kee during the Innovative and Creative Circle (ICC) 2026 Mini Convention Awards Ceremony for the Sarawak Premier’s Department held at the Unit for Other Religions (UNIFOR) Complex here on Saturday.
Elaborating further, Datuk Amar Mohamad Abu Bakar said ‘Revisit’ calls on the Sarawak public service to continuously reassess existing work processes, policies and systems so that areas for improvement can be identified on an ongoing basis.
Meanwhile, he said ‘Rethink’ emphasises the courage to challenge conventional thinking and seek new approaches in addressing issues or challenges.
The ‘Recharge’ approach, on the other hand, focuses on renewing energy, ideas and approaches through continuous learning, strategic collaboration and the adoption of new technologies.
“The 3R approach is highly aligned with the transformation needs of the Sarawak Civil Service, which requires civil servants to remain adaptive, responsive and progressive in service delivery,” he explained.
At the same time, he stressed that innovation must move beyond the idea stage towards implementation capable of delivering tangible impact to organisations and Sarawak’s overall development.
Datuk Amar Mohamad Abu Bakar emphasised that sustainability is a key factor in the success of any innovation, adding that a good project should not only succeed during the development or presentation stage, but must continue to be utilised, improved and expanded over the long term.
According to him, the approach is also in line with the PDCA (Plan, Do, Check and Act) principle, which emphasises continuous improvement in the implementation of innovation projects to ensure lasting effectiveness and impact for the people and the state.

Awang Mohamad Fadillah Awang Redzuan, Sarawak Transformation and Innovation Unit Director Superi Awang Said, Deputy Federal Secretary of Sarawak Mohd Anuardi Hajani, Acting Permanent Secretary of the Ministry of Energy and Environmental Sustainability Ts.
