Sarawak Civil Service Makes History With Two MBOR Recognitions
KUCHING: The Sarawak Civil Service (SCS) continues to make history after receiving two recognitions from The Malaysia Book of Records (MBOR) through the implementation of the Sarawak Civil Service Quality Award (AKPANS) 2025 and the SCS Scorecard.
The first recognition was awarded under the category “Most Government Agencies in a Multi-Tier Quality Evaluation Framework” through the implementation of AKPANS 2025, which saw the official participation of 171 government agencies throughout Sarawak.
Meanwhile, the second recognition was received under the category “Most Agencies Implementing Continuous Measurement Balanced Scorecard Performance”, involving 100 agencies under the SCS Scorecard implementation and recorded on 1 November 2025.
The MBOR certificates of recognition were presented by an MBOR representative to Sarawak Transformation and Innovation Unit (STIU) director Superi Awang Said, witnessed by Deputy Sarawak Secretary (Operation) Datu Hii Chang Kee during the Innovative and Creative Circle (ICC) 2026 Mini Convention Awards Ceremony at the Department of Other Religions Affairs Unit (UNIFOR) Complex here on Saturday.
For the AKPANS 2025 MBOR achievement, the initiative involved the official participation of 171 government agencies across Sarawak and was implemented through a comprehensive multi-tier evaluation approach involving self-assessment and supporting reports, desktop assessments, as well as site visits.
The evaluation criteria were based on the Malaysia Business Excellence Framework (MBEF), which was adapted to Sarawak’s priorities, including innovation, governance, service delivery effectiveness, workforce wellbeing and impact on the people.
Apart from recognising agency achievements, AKPANS also serves as a platform for continuous improvement intervention, with evaluation findings being utilised to identify areas for enhancement, particularly in implementation, documentation and service delivery.
As for the SCS Scorecard achievement, it involved the participation of 16 units under the Sarawak Premier’s Department, 12 ministries, 12 divisional administrations in Sarawak, 19 government departments, 24 local authorities and 17 Sarawak statutory bodies.
The recognition demonstrates the effectiveness of the Balanced Scorecard as a continuous strategic performance measurement and management tool within the Sarawak Civil Service, particularly in strengthening a more efficient, transparent, structured and high-impact public service delivery system for the people and stakeholders.
The approach is also seen as successful in strengthening performance alignment with the Post COVID-19 Development Strategy 2030 (PCDS 2030), the Sustainable Development Goals (SDG), the Malaysia Plan, as well as agency strategic plans. -UKASnews
