Six Pioneer Agencies Receive SACSES Excellence Recognition Certificates
KUCHING: Six pioneer agencies have received excellence recognition certificates under the Sarawak Civil Service Environmental Standard (SACSES) in appreciation of their commitment to strengthening a systematic, sustainable and quality-driven work culture within the Sarawak Civil Service.
The recognised agencies were the Sarawak Syariah Judiciary Department, Kuching North City Commission (DBKU), Sarawak Natural Resources and Environment Board (NREB), Sarawak Bumiputera Court, Limbang Resident’s Office, and the Sarawak Transformation and Innovation Unit (STIU).
The recognition certificates were presented by the Director of STIU to the other five agencies, witnessed by Deputy State Secretary (Operations) Datu Hii Chang Kee during the Mini Convention Innovative and Creative Circle (ICC) Awards 2026 for the Sarawak Premier Department, held at the Unit for Other Religions (UNIFOR) Complex here on Saturday.
SACSES is a strategic initiative introduced by the Sarawak Government to replace the Public Sector Conducive Ecosystem (EKSA) in efforts to strengthen a more systematic, sustainable and distinctly Sarawakian work environment.
The initiative is spearheaded by STIU under the Sarawak Premier Department, which also serves as the secretariat and official certification body for the implementation of SACSES across state government agencies.
Through the SACSES approach, government agencies are encouraged to cultivate quality work practices, including prudent resource management, the adoption of green practices, the strengthening of organisational integrity, as well as the development of a conducive and safe working environment.
In addition to emphasising office cleanliness and organisation, SACSES also places importance on compliance with standard operating procedures (SOPs), the use of systematic visual elements, and continuous improvement in organisational management.
Apart from supporting the Ease of Doing Business thrust under the Post COVID-19 Development Strategy (PCDS) 2030, SACSES also supports the Sustainable Development Goals (SDGs), particularly in responsible resource management, environmental sustainability, and the strengthening of effective and integrity-driven public institutions.
The implementation of SACSES encompasses two main components, namely Governance Structure and the Implementation of Practices and Cultural Development.
The Governance Structure component focuses on the establishment of SACSES Management Committees, preparation of basic documentation, and the systematic coordination of implementation at the agency level.
Meanwhile, the Implementation of Practices and Cultural Development component emphasises organised work practices, compliance with standard operating procedures (SOPs), the use of systematic visual elements, the cultivation of integrity values, and the incorporation of sustainability elements in workplace management.
At the same time, STIU has also been recognised as the official certification body for transformation and innovation initiatives within the Sarawak Civil Service, covering the development of certification standards, audit implementation, periodic monitoring, certification process management, as well as the provision of training and technical support to agencies.
Overall, SACSES is expected to have a positive impact on improving organisational productivity, strengthening the corporate image of agencies, reducing resource wastage, and enhancing the quality of service delivery to the public. -UKASnews
