Sarawak To Introduce Programme Outcome Guidelines To Assess Government Project Effectiveness
KUCHING: The Sarawak Government will introduce the Programme Outcome Guidelines as a control and benchmarking mechanism to assess the effectiveness of government-funded programmes and projects.
Sarawak Secretary Datuk Amar Mohamad Abu Bakar Marzuki said the move aims to ensure every programme and project planned and implemented brings about positive changes and delivers direct benefits to the people.
"We can no longer measure success solely based on outputs or the amount of expenditure.
"Instead, we must ensure the programmes and projects we plan and implement bring about positive changes and their benefits are felt by the people," he said.
He said this when speaking at the Civil Service Day (HPA) celebration and Sarawak Civil Service Innovation Convention Awards (SCSICA) 2026, graced by Sarawak Premier Datuk Patinggi Tan Sri (Dr) Abang Abdul Rahman Zohari Tun Datuk Abang Openg at Borneo Convention Centre Kuching (BCCK) on Wednesday.
He added that the guidelines would support the Sarawak Civil Service's transition towards a fully people-centric service delivery system.
He said every programme and project implemented must deliver tangible impact and outcomes that directly benefit all quarters of society.
In this regard, Datuk Amar Mohamad Abu Bakar called on all heads of departments to give their full commitment to ensuring every programme and project is assessed critically and transparently.
"This is to ensure every cent of government investment translates into meaningful impact for Sarawakians,” he stressed. -UKASnews
